The Criminal Justice Commission's purpose is to improve the efficiency and effectiveness of state and local criminal justice systems by providing a centralized and impartial forum for statewide policy development and planning. The commission is charged with developing a long-range public safety plan for Oregon, which includes making recommendations on the capacity and use of state prisons and local jails, implementation of community corrections programs and methods to reduce future criminal conduct. In addition, the Commission has a role in funding and evaluating Oregon's drug courts. The commission also conducts research, develops impact estimates of crime-related legislation, acts as a statistical and data clearinghouse, administers Oregon's felony sentencing guidelines and provides staff to the advisory committees regarding asset forfeiture and racial profiling. Commission members are appointed to four-year terms by the governor and confirmed by the senate.

The Oregon Statistical Analysis Center provides the Governor, Legislature, and Criminal Justice Agencies with a capability for objective research and data analysis. Under this program SACs are eligible for funding to carry out data collection and analysis of criminal justice themes/topics of significant interest to criminal justice policy and decision makers. These themes are identified each year by the Bureau of Justice Statistics and the Justice Research and Statistics Association. Some past research Themes:

  • deaths in police custody
  • prison rape and victimization confinement facilities
  • civil justice statistics
  • research involving computer related crimes
  • increase in Web access to data
  • performance measurement
  • analysis of criminal history records
  • research using incident-based crime data
  • any theme or topic identified by SAC applicant

Association of Oregon Counties

The Association of Oregon Counties (AOC) was first organized in 1906 by a group of county judges interested in providing a forum for information sharing and consensus development.  By 1936, the membership had perceived a need for greater representation in the State Legislature and more attention to the growing activities of AOC.  As a result, Judge F.L. Phipps of Wasco County (immediate past President of AOC) was employed as part-time Executive Secretary, a position he held for 22 years.  Upon Judge Phipps' retirement, the AOC office was moved from The Dalles to Salem, and Kenneth C. Tollenaar was hired as the first full-time Executive Secretary.  (For a first-hand perspective, read Tollenaar's historical presentation to AOC's 100th Annual Conference.) Since then, the position has been changed to Executive Director, and three individuals have held that post.  AOC's current Executive Director is Mike McArthur.

Over the years, the role of County Government has taken on increasing importance. Counties and the State government have developed an interconnected relationship of providing essential services and sharing various revenue sources.  As such, AOC is an advocate for county government and county officials in their effort to improve the service of county government with the Oregon Legislature and state agencies.  AOC also works in concert with the National Association of Counties (NACo) to advocate on behalf of counties with Congress and federal agencies.  Today, in addition to this representation at the state and federal government, AOC provides an information clearinghouse, technical assistance, research, publications, training, conferences and workshops, and other services to county officials and the citizens of Oregon.
